Turning Points and Chains of Changings …
I will highlight some turning points and the changes that have followed within the Netherlands during the last ten decades.
First: liberalization. Then: some severe incidents > Moral Panic > magnifying the incident > more rules and laws > gradually fading out the panic.
More and more severe rules and laws followed.
Pro- and Contra Groups appeared.
Two contrasting trends are visible. Contra groups, but also more nuanced ideas of professional helpers, researchers and even the popular press: the difference between pedophilia (feeling) and pedosexuality (acts) is acknowledged. The ‘pedophiles’ themselves have developed a new ethical code [...]
Here appears [...] the “NOMAP”, the Non Offending Minor Attracted person. He or she might become welcome in society, no longer as a ‘distorted patient’, but as a person with a less common (sexual) orientation, which is not dangerous as long as the person has the self-discipline to control his or her impulses, just as every (sexual) orientation demands to every person.

Sex education: why the British should go Dutch;

Britain's Schools Minister plans to introduce sex lessons for five-year-olds. They already have them in the Netherlands. Is that why they also have the lowest teenage pregnancy rate in Europe? [...]
The Government has chosen the Dutch model rather than the Nordic way of tackling the subject of sex because the Netherlands, unlike Scandinavian nations, also manages to have one of the lowest abortion rates in Europe. In Britain, the number of abortions performed on under-16s rose by 10 per cent last year to 4,376.

Children in their final year of primary school have not been shielded from anything, but their teachers have continually reinforced the message that sex is about love and commitment. The pupils all agree that they will not sleep with anyone until they have finished secondary school and are in a serious relationship. [...]
Maybe, instead of expecting schools to teach children morality and the missionary position, the British should adopt a few other Dutch lessons.

In the Netherlands still exists since about fourty years a self-help encounter group, now even two groups of the "NVSH", the Dutch Association for Sexual Reform, now named the "NVSH JORis Groups JON and West".
"JON is a Dutch support group for people that have the ability to fall in love with children, but who do not want to activate those feelings into sexual acts with children.”

Today, a Dutch court has immediately forbidden and dissolved the Dutch Association Martijn" and "The court concludes that the association infringes the peace and the public morals, the fundamentals of our legal system.

... that children are a lust object (by explicit photos and descriptions meant to excite);
... that sexual contact between children and adult is OK, that children wanted this and that the law is harmful, not the contact;
... that those sexual contacts have to be celebrated (by giving celebrating descriptions);
... that criminal convictions for immoral acts are ridiculous; and
... those contacts are natural wand wanted by the children, while child pornography may be not harmful.
